Implement the following voting rules in the system:

Sports Club Member Voting Rules:*
Sports club members can cast a maximum of 11 votes.
They can vote only for own sports club members and not for other board members.
*Other Board Member Voting Rules (Constable, Corporal, Sergeant):*
Other board members can cast a maximum of 7 votes for their own members (Constable, Corporal, Sergeant).
In addition to their own members, they can also vote for sports club members, means their total possible votes are - 18 v (11 for sports club members + 7 for their own members).
