closedPublic user--User submitted an application, later admin provide their comment then application reverted to public user (1). Even after submit why does this edit button appear at lfsc panel?

Public user--
1. User submitted an application-->admin panel-->put comment and save(save button in the last of every form)--> later admin provide their comment then why does application reverted to public user again? because application will will revert back only in case of Request for resubmission.
2. Even after submit why does this edit button appear at lfsc panel?
