At the time of Off Line Payment-->Applicant is able to complete the payment without entering cheque No, Date, transaction Id and Bank details. Shouldn’t these details be mandatory for payment?

At the time of Off Line Payment-->Applicant is able to complete the payment without entering cheque No, Date, transaction Id and Bank details. Shouldn’t these details be mandatory for payment?

Step to reproduce:
Fill all the form
Click on submit
Go for Payment
select offline mode
without providing detail click on payment button.
