Description

Step to reproduce the bug:

Admin-->Licensee Type-> Non-License Entity-->add company-->go with entity list-->open that added company-->In Start Date field in "Allow Exemption to Submit Return" is blank, but as the user clicks on the Update button then by default "01-01-1970 or 12-31-1969" date appears.
