Admin --> Manage department --> if admin opens "manage department" then page 2 is active instead of page 1.

Description

Step to reproduce the bug:

if admin opens "manage department" then page 2 is active instead of page 1
( page 1 is not clickable if admin is right click admin will be going to 2nd page instead of page 1 )
