AFSC->Setting->General Setting->Schedule Setting->Add schedule->fill required value-->go with "Schedule limit *" and leave them blank-->Submit-->edit-->Now By default system takes DECEMBER 0, Why so, if its financially cycle then why 0 after December?

AFSC-->Setting-->General Setting-->Schedule Setting-->Add schedule-->fill required value-->go with "Schedule limit *" and leave them blank-->Submit-->edit-->Now By default system takes DECEMBER 0, Why so, if its financially cycle still why its December 0 instead of DECEMBER only
