Step to reproduce bug:
1.Login with CREDIT UNIONS
2.Go with form "MLRO/MLCO/CO
3.Fill the form
4.Qus.no 11
Actual Result :Applicant is not able to add new row (add row button is not clickable)
Expected Result: Applicant should be able to add new row
