Description

When a company user submits a response for a raised query product, the registrar can see the comments, but the inspector is unable to view them.
Steps to Replicate:
Inspector raises a query for a product.
Company user adds comments while submitting the response.
Registrar logs in and can see the comments.
Inspector logs in and cannot see the comments.
