Domestic-->local-->MLRO/MLCO/CO Form-->point no 14-->select NO-->save & validate-->edit-->save-->Form will not save-->Now click "YES"-->User is not able to click even for the NO because system throws error message to blank rows.

Description

Issue 1:
User is not able save the form in case of edit for the option "NO" because system throws error message to blank rows.

Step to reproduce:
Domestic-->local-->MLRO/MLCO/CO Form
point no 14-->select NO-->save & validate
Click on edit
save & validate without any modification
Form will not save
Now click "YES"

Issue 2:
point no 7, 13, 14, 15-->Value in table must reset if applicant select No after YES.

Step to reproduce:
MLRO/MLCO/CO Form-->point no 7, 13,14, 15-->YES-->put value in all fields-->Now click "NO"-->then "YES"
